Dell Technologies, CPX and the UAE Cyber Security Council join forces to explore a national capability designed to strengthen data recovery, resilience and continuity across critical sectors
As the UAE continues to build one of the world’s most forward-looking digital economies, the ability to protect critical data — and recover it when disruption occurs — is becoming as important as preventing cyber threats in the first place.
At Ai Everything 2026, Dell Technologies, the UAE Cyber Security Council (CSC) and CPX announced a strategic collaboration to advance the development of a National Vault initiative, designed to provide an additional layer of protection for mission-critical data and strengthen the UAE’s broader cyber resilience.
The initiative reflects a growing shift in the cybersecurity conversation: from simply defending digital environments to ensuring that essential systems can recover, remain operational and continue serving communities when disruption occurs.
Building a National Layer of Resilience
The proposed National Vault is intended to safeguard critical operational data supporting sectors including government services, energy, healthcare and transportation, alongside other significant areas of the UAE economy.
By creating an additional layer of protection for mission-critical information, the initiative could help organizations responsible for essential services strengthen their recovery readiness and maintain continuity if primary environments or conventional security controls are compromised.
The collaboration brings together the national cybersecurity priorities of the UAE with Dell Technologies’ expertise in data protection and recovery and CPX’s capabilities in cybersecurity and resilience.
Together, the parties will explore the infrastructure, operating model and governance framework required to support the initiative, with the capability expected to evolve alongside the UAE’s changing digital and cybersecurity landscape.
From Protection to Recovery
The National Vault concept reflects an important dimension of modern cyber resilience: being prepared not only to prevent disruption, but to recover from it.
As organizations become increasingly dependent on digital infrastructure and AI-powered systems, trusted and recoverable data becomes fundamental to operational continuity.
H.E. Dr. Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, highlighted the initiative’s role within the country’s wider cybersecurity ecosystem, noting that resilience requires addressing the ability to recover and maintain essential services alongside anticipating threats and protecting critical infrastructure.
A Collaborative Approach to Cyber Resilience
For CPX CEO Hadi Anwar, the value of the National Vault lies in its ability to strengthen recovery at a national level.
“When critical systems are disrupted, what matters is how quickly you can recover trusted data and get back to operating.”
The proposed capability is intended to give organizations greater confidence in their ability to withstand disruption, recover critical information and continue operating securely.
Walid Yehia, Managing Director – South Gulf at Dell Technologies, similarly emphasised the importance of making critical information not only secure, but recoverable under pressure.
“Data is fundamental to the UAE’s digital economy, but its value depends on its ability to remain secure and recoverable under pressure.”
Supporting the UAE’s Digital Future
The collaboration aligns with the UAE’s broader national cybersecurity agenda, which places resilience, innovation, capability building and collaboration at the centre of its approach to securing the country’s digital future.
If developed as envisioned, the National Vault could add a practical recovery layer to that strategy — helping organizations responsible for critical services prepare for disruption while strengthening the continuity and resilience of the digital infrastructure on which the UAE’s economy increasingly depends.
The initiative ultimately reflects a broader ambition: a digital environment that is not only secure, but resilient enough to recover, adapt and continue moving forward.
